Bardock would not have sensed any reason to send his son away so Kakarot is raised a normal saiyan low class warrior.
Bulma would have arrived at Gohan’s house and asked him for his dragonball. Gohan probably would just give it to her and bid her good day.
Bulma would be dead within an hour of leaving the old man to a dinosaur or a bear. So one dragonball would be in the stomach of that dinosaur.
I dont think Pilaf would get his wish. No one had any idea how to actually collect them all in an effective way because there’s no more dragon radar.; so Pilaf and RRA would be stuck with only about seven at best, since there’s no way they're taking the ball off of Roshi unless they knew he was a perv. And even then, they'd be bad guys either way so he just takes it back.
King Piccolo is never released, since Pilaf has no reason to.
Some coalition of heroes probably rise up to stop the RRA when they get too bad namely Roshi, Gohan and Tien.
Yamcha is irrelevant and stays a desert bandit.
The tournaments will be heavily altered without Goku’s presence, but I think Tien and Roshi would dominate more or less. There are no other relevant warriors around.
The Saiyans will never get out from under Freeza’s boot. At some point Vegeta plots a rebellion and tries to kill Freeza but loses and all the saiyans are wiped out.
Babidi would finally arrive to earth with Kaioshin hot on his tail, get boo’s shell, kill everyone there, including Kaioshin, draining him of his energy. Then he leaves, and comes across the rest of Freeza’s empire, takes over freeza and cold’s minds and become the universe’s sole emperor.
Then Omni King erases U7.
