Mr Satan is actually a BEAST!! In fact, he could well be the strongest non-ki/chi/energy user there is in the series.
It's painfully easy to overlook Mr Satan and his many accomplishments throughout the history of the series. Especially when you consider that there are so many characters capable of city, planetary, galaxy and even universal destruction. Hell even Videl (his daughter) is more powerful than him (she's thought to be around Nappa's level of power). But again, she uses Ki as noted by her ability to power up and even fly.
He's also durable as hell. As he's taken hits from Cell that not only sent him flying, but it also caused him to hit a nearby rocky structure face first. And he merely brushed it off with a bit of pain. That hit would have easily killed a normal human.
Apparently, Mr Satan is also fast. Very fast in fact. During flashbacks, we see that he was clearly fast enough to practically vanish before a normal human's eyes. This means that the many times we've seen Goku or others just appear in front of or behind someone else due to shear speed, Mr Satan can do it as well to normal humans. Or in layman's terms, he's faster than the normal human eye can perceive.
So in the end, Hercule Mark Satan is an absolute beast.
